The Borough Manager is an official appointed by Council as the administrative manager of Wilkinsburg. The roles and responsibilities of the Borough Manager include:
- Supervising day-to-day operations of all borough departments
- Supervising the department heads
- Preparing a draft budget for the Borough each year
- Researching and making recommendations about topics of interest to the Council
- Providing executive leadership that encourages good performance by city workers

Marla Marcinko
Our Borough Manager, Marla Marcinko, has been with Wilkinsburg since June 2007. Ms. Marcinko is a proven practitioner in the area of municipal management, with 20 years of leadership experience in local government in western Pennsylvania. As the chief administrative officer for the communities of West Deer Township, Zelienople Borough, the Municipality of Penn Hills, and now Wilkinsburg, she has managed the day-to-day operations of government, including general administration, policy development and implementation, human resources management, financial management of budgets up to $47 million, capital planning, utilities management, and public works.
Marcinko earned a Masters of Public Administration degree from San Diego State University and holds a Bachelor of Science degree in Psychology from Northern Arizona University. She is a member of the International City County Management Association. She is also a member of the Association for Pennsylvania Municipal Management, and participates in its Professional Development Program. She holds a certification from the Commonwealth of Pennsylvania for economic development planning.
