What is the Tax Compromise Program?

Wilkinsburg knows that many properties in our area have fallen years behind in tax payments. Whether Commercial or Residential, this historical burden stifles investment in the property to bring it into reuse and preventing future taxable value.To ease these fears, spur renewal, and generally encourage regrowth, we offer a Tax Compromise Program for those who quality. This program will forgive some or all of the back taxes on property after the completion of significant renovation and reassessment of property.

How does the process work?

Application Process:

  1. Submit a written application on a prescribed form 90 days prior to filing a petition for tax compromise.
  2. The Joint Committee reviews and either approves or rejects the application.
  3. Upon approval, the Borough Manager files a petition for tax compromise with the Allegheny County Court of Common Pleas.

Once approved, you can continue your work; on completion, the work is inspected and the new value is assessed. The historical taxes and liens are cleared, and the property is taxed as normal going forward.

Who can use this program?

Eligibility:

  • Available to properties within the Borough of Wilkinsburg that require substantial improvements.
  • Applicants must demonstrate the ability to undertake and complete the proposed improvements.

Any person, organization, corporation, limited liability company, partnership or association – nearly any entity that can own property, so long as they are making significant capital improvements. You also need to be current on taxes and clear of code violations for all other properties you own.

Conditions for Withdrawal:

  • Failure to pay any property taxes within 60 days of the due date.
  • Failure to abate building or housing code violations.
  • Providing inaccurate information on the application form.

Tax Abatement is best for properties underwater with historical back taxes who want to make improvements; if you are current on taxes and want to make significant improvements or new construction, consider the Tax Abatement Program.

How do I apply?

Application Requirements:

  • Detailed identification of the property and current ownership.
  • A summary of the improvement plan and financing.
  • An estimate of the improvement costs.
  • An appraisal of the fair market value of the property.
  • A verifiable sales agreement and an affidavit of non-collusion.

Joint Committee: The Joint Committee on Administrative Process to Reclaim Vacant Properties oversees the application processes and includes key officials from the Borough and the School District.
